Outlook SMTP not working

I have been trying for 2 days and I think I have tried everything, but I cannot get my outlook smtp to work. This is a fresh install on a subdomain. I know I have the correct settings but every time I try to send a test it doesn't work and the error is this:


My Mail settings are:

Mail type :    SMTP - STARTTLS
SMTP server:  smtp-mail dot outlook  dot com
SMTP port:    587
SMTP username: whimsicalteaparty@outlook dot com
SMTP password: **********
(confirm)      **********

Is there another place I need to change settings?

I don't believe it is possible to Outlook.com since it requires OAuth to send emails
