why dont i hav attachment permission?
sometimes when i provide support (not too much :P )
i tell users to use certain files (which i cud hav attached)

Because you aren't on the team or a charter member. It has in the past been abused so was revoked from standard members to avoid the risk of someone attaching porn (again).
