Not showing attachments for guests

I can't figure out how to turn off showing attachments for guests (non-members). The funny thing is I have two forums and one is working but the other one is showing attachments even we don't log in. I already checked 'settings for attachments' and can't find the right place to check or uncheck. Thank you!
