Drop down admin menu? Where is it?

I have installed a new 2.0 RC1 forum and I am attempting to find where the setting is to enable the drop down menu at the bottom of each board page that allows me to bulk edit topics.

I have looked through the entire admin center and not found it. I am assuming that I am either glossing over it or the name isn't what I expect it to be.

Could someone tell me where this option is enabled?
