When i tried to upgrade forum to latest one
And got this error

Are you hosted on godaddy by any chance?

Can you try to change the limit to 10000 at the upgrade_2-1_mysql.sql file and see if it will help.

How do i find it exactly? I have opened the file but didn't find it

Is this step so important to upgrade the forum? I mean "adding support for alerts"
If it's not how can i skip it?

Every step is important. But most commonly that message simply means you need to wait.
Give it some time, try again, if needed rinse and repeat a few times.
If it absolutely refuses to go past this, let us know.

I have changed the limit to 1000 and now it skipped that step and got the same problem on

Just give it a few minutes, and press "Try again". This is my advice every time the "30 seconds" notice comes up, it's not an error - just a heads up, letting you know things are advancing slower than expected.

i wanted to try to solve it using CLI but didnt know how to use it

didnt know how to run CLI upgrader, even have checked the documentation but didnt know from where do i have to start

you need to get to a command-line on your server.  Some hosts don't allow this

How can i do it? Is there another alternative way to fix the problem?
