special characters don't work ?

Hi there, any help would be appreciated.

I've been having problems with special characters on my forum ( ◜┊◞  ↳ ❝ ❞ 「 」). Members can post them successfully and edit the post to add special characters into their post, but when they attempt to use quick edit to edit the special character in it changes the characters ( %u25DC %u250A %u25DE  %u21B3 %u275D %u275E %u300C %u300D ). All installation files are up to date, including all language files, and so it is confusing me that everything works when including special characters except for when members add the special characters using quick edit.

I'd be grateful for any advice on how to fix this
