Is there manual upgrade instructions from 1.5.3 ? I couldn't use package manager to install, so I had to install 1.5.3 manually.

There IS a german translation. As I have more access because I'm the Danish translator, I have no idea what you can see and what you can't see.
Ask Dragooon. If he needs an updated version of German, I'm sure he will be happy to sign you up as translator.

If you really want to start your own translation, you can just grab my Danish package, split it apart, and make your own version.

I'm not registerd at SMF-Media.com, that's the reason why i can't see the translations in the threads. 
And i can't speak danish, so i translate from english into german. 

When i'm ready with it, i will upload the files here in this thread, and/or send it to Dragoon.

It would probably be easier to find out which themes are not compatible. Because most are compatible.

That's inside the SMF folder or on the public_html ?

I saw the file in public_html is there, empty, and when i put does 2 lines it says that error

That's in the SMF folder. Although anywhere should work, as long as it's not in a sub-folder of SMF itself.
