Problem creating new Membergroups -RC2-

I try to add a  new Membergroup  and....

I cannot create a new Membergroup

Can you confirm that your file looks like

Well I'm glad there is a fix and some folks know what to do with it but! What do i do with this file?
I see a ManageMembergroups.template.php file there. Do we add this someplace or replace something or what? Come on folks were not all coders.
